ETS recognise that different methods of procurement have to be used depending on whether public finances are involved, the market is competitive or whether the number of service providers are limited. ETS especially have significant experience in the traditional competitive tendering approach and seek to comply in all cases with the guidelines as set out by The Office of the Controller and Auditor General.
ETS also recognises that there are circumstances where the formal tender process can often add significant costs to all parties involved, as well as often failing to develop long-term strategic partnerships and relationships based on trust and mutual benefit. Controlling a large inventory investment and streamlining parts and equipment storage can be extremely challenging for facilities managers. A critical aspect of these responsibilities is identifying weak points in the inventory management system.
